Living East was established by the Department for Culture Media and Sport as the cultural consortium for the East of England, incorporating activities in the region of Sport England, the Arts Council of England, the Museums, Libraries and Archives Council, and English Heritage. The regional cultural consortia were dissolved at the point that remaining public funds for culture were devoted to the "Cultural Olympiad" associated with the 2012 Olympics.

As a company director Alan Blackwell took responsibility for the research agenda of Living East, as well as participating in a range of cultural policy initiatives.
